grand theft auto: san andreas Editing

grand theft auto: san andreas

does anyone know of any editing tools for gta:san andreas?
i am wanting to make a patch for it.
i was thinking of importing football kits on top of the gang members.
this means that different gans would be fighting against each other like football hooligans. if i can do this, then it would take football hooliganism to another level. think about it. a celtic supporter flying a fighter jet. or a man u supporter parachuting. all im saying is it will be s*** hot.
if anyone knows of any tools can you please let me know.

No actually this thread is ok as long as it was named 'GTA San Andreas Editing', if an admin can change that then it will be ok. This thread will only be about editing the game and thats all, so it will be fine.
