How to Create 4-Bit Transparent PNG Fonts for PES?

I can read the 4-Bit Files exported with WEPictureDecoder (in PNG Format) using PaintShop Pro... but I don't know how to create my Own ones. Any Ideas?

I tried but I can't make the same as the Fonts that PES uses. If you export a Font (PNG) and open it in PaintShop, you will see only a white Box. But if you go Image>Palette>View Palette Transperancy you will be able to see the actual Letter. An d I can't make a PNG like this from the scratch. Any Ideas?:(
