You should post this in the Master League forum really.

To get good youth players you need to invest in your youth team. The more money you put into your team, the better chance you have of getting highly rated players. I think you do this in the "Finances" section of Master League, or it might be "Investment"..... not entirely sure though. You can only do it in the transfer window at the start of each season.

I just found this out yesterday for the 1st time... Would of helped me out earlier.

Other than just the obviouys youth team investment, I believe there are several factors, including your coaches, scouts, etc.
