It's all about TV refresh rates. Because jap/us tvs refresh more often the anim seems to be faster and smoother as the games are optimised to 60Hz. UK is 50Hz (altho newer TVs have 60Hz option) and so the anim is slower. But in PES2 the anim is just faster than WE6:FE (cos it's more arcadey) and hence runs faster anyway.
