I play on Live mostly Halo 2, and even tough I'm from Israel the lag is not so bad.

Is it the same thing with PES4, and are there many tournaments every month anyone can participate in?

All PES4 matches online are played as exhibition matches. You have to arrange leagues and cups yourself.

Lag with PES4 depends on the host's upload speed and any programs that use up the bandwidth.
