Make optional teams kits

hi,
why cant someone make a option kits for every team like mccroix's optionfile 1.1 he put in west hams, balckburns and some other people and i was wondering why cant someone else do that so we can choose which ones to put on as i would like a portsmouth fc one even though i have made one myself but it isnt the best haha.
