Is there a way to change the boot color of your custom teams when you created it? All of them seems to be wearing black shoes, which I don't like =P

And also, does teams like China, Singapore, Iraq etc playable anywhere except for exhibition, like ML or normal leagues? (Sorry if I don't know about this, but I'm desperate to play those teams) =D

You would have to change the boots of any particular players through the in-game edit mode, and the corresponding player should have their boots changed even in Master League unless it is a player created from scratch.

As much as I wanted teams like China in the game, they are not playable at all.

If I created a custom team, how do I change their boots color?

It should work if you edit the boots of the individual players, you can't just simply choose one set of boots for the whole team.

Lets say if you have baught Giggs for your team, go to edit mode and find him, then choose a boot of your own desire for him, save & exit edit mode.
The Giggs in your team should have the boot of your choice. if you want your whole team to be wearing the same boots, then you would have to assign the same boots to every single player of your own team with the same process in edit mode.

For colour of boots...since I have not edited boots, I think you may just have to go to edit mode to edit the boots you have chosen. If the edit mode is so limited so that you could not edit the colour then you would have to apply boot patches.

Hope this helps mate.
