Is it possible to increase the motionflow rate of a game so you can have a smoother gameplay? Or does that entirely depend on the TV you have?

my friend using sony bravia Z series, with motion flow 200hz ready, we can see every object move smoothly and without any single of shadow.

If you are using the standard LCD which is 50/60hz ready, it was a horrible experience when playing pes 2009 ( me as well ).

I think the game developer should improved on this matter ( how to improved? I don't know, i have limitation knowledge on this.). Since i have no problem when playing NBA2K9 other ps3 game.
