But in football sense would love some ability to jostle and tug shirts. When a player just breezed past you, pressing R3 would make your controlled player grab a handful and slow the fucker down

You could do that in PES '08 by holding both the sprint and pressure buttons when within arm's reach of the player with the ball. Refs would virtually never call it, though. May have been in '09, too, but nobody talked about it and now it's gone.
