I'm new in this forum and I do not have much experience with PES, but my USB controller seem to be very slow when playing. I can count 1 or some times 2 seconds for the action that I pressed happens. Is that normal? Anybody have experienced this?

Well if the ball is not right at your feet the action can't take place regardless. I have never had the problem, nor heard of anyone else with similar trouble, which you are referring too.
