The answer was mentioned before, there's no importing option you draw the badge (or whatever you want to do with the ingame editor: league badges, kits)
It's for ingame editor, it converts the badge or whatever you want to do into a scheme giving you the rgb for every single pixel of it.
You save or print the output scheme and sit in front of your xbox and place every single pixel where it belongs.
It will offer you up to 128 colours depending on the picture you choose, made a quick example

In this example you see the original file on the left side, the kind of pixelated conversion on the right of it (ingame there is no pixelation visible it looks perfect), below that you see the number of colours the converter found in the picture s for this one it's only 71.
Below that (not visible in the picture) there is the detailed scheme on where to put all of these colours. Some of them you may ignore (those on the outside where you chose the background colour (if you choose a colour like cyan it's very obvious what colours you ignore because you want there transparency)
It takes time and will but it's worth it if you long for the best look for your favourite team
