Eventually, it does. But yeah, it's annoying.
The most annoying thing is when the referee ALWAYS plays the game on for the CPU, but when you're breaking through, he blows up.

Well irl i often see 1 min of additional time. Dunno what planet you live on. Neptun?
I usually get 2-5 minutes or 0 minute. 1 min doesn't happen often for me too.

Thats not exactly true. The timer doesn't stop when the ball goes dead, it only stops after the camera readjusts to the dead ball situation (ie throw in, corner, free kick etc).
And a good in-game minute can be wasted by some stupid offside calls which the ref doesn't blow for until you've passed to another player, dribbled past someone and pulled off a shot.

It has gone my way a few times, but the system is designed to add more time on when the AI is trailing. Football games always have these little balancing acts, seabass himself said a few years back there is a system in place that makes goals easier to come buy in stoppage time, almost like a momentum system.
