Playing against people from different countries?

I have an NTSC PS3 and a NTSC version of PES 11 but I am using a European PSN account. I have read that people with NTSC machines play against people in the Americas only and PAL machines with European etc.
But I came across people from Turkey and the Americas....

What is the truth here?

I've heard it depends on the BLES no on your game

on the rigth of your disk, it has BLES followed bby a number

ok BLUS must be for US and BLES for europe maybe, not sure, but someone said you can only play against the same code.

Dude I am from Turkey but I play in the USA thus it says Turkey when I play. Really I think I am in the American server
