Why can't every game have all the licenses for all the leagues?

Something else that has always put PES ( Winning Eleven ) is its edit mode! I really don't care if Konami doesn't get the licenses for the leagues like fifa because with edit mode you can do that and much more! Who needs licenses when you have edit mode? WInning Eleven Rulez!
