I wan't sure whether or not to get Pro Ev this year but I'm glad I did - its excellent. However penalties still suck and the 'Game Plan' menus aren't as clear/good as they used to be, but overall Pro Ev 2011 is top notch.

Not got the game yet, so are the penalties the same as they were last year?

Just played my first match of the demo, and I'm afraid to say I'm not impressed. Hopefully its just a case of getting used to it, but in all honesty, I'm not hopeful. Why over the last few years are Konami so desperate to clutter up the menus and formation screen? It used to be so simple too...

If its what I'm thinking about, and it only happens when you are trying to tackle someone or they are trying to tackle you, then I think it's supposed to represent the friction between the 2 players. Or something. Either way I don't think its a glitch but agree that it is too loud for what...
