Technically, yes. But the big effort is to generate a lot of edited option files. If i use the xbox, that would take longer. It's boring enough in the PC :)

Furthermore, i do not plan to buy the xbox version because it is more expensive and the xbox is always busy in my house.

In your opinion, should we have any competence for:
- Decrypt and encrypt a edit.bin?
- Do your software?

In your opinion, for a novice, is that too complicated? What programming language should I learn?

Decrypt the file is really hard. It may not be feasible. But it is more a matter of math than programming. I mean, i am not the right person to talk about hacking an encrypted file...

Writing good code is almost a lost art. But if you just want to make a small tool, maybe you could start with C# (Microsoft .NET). The Visual Studio IDE will abstract some stuff to make it easier for you. No configuration need, just install and start over.

now with the released of decrypter finally we can use this amazin tool again for pes 2016.hope u still on it heringer.

I still do not have the game. I will start using option files from the web. Maybe you may help me with the tests in the game.
