Advice needed: PES Tournament

I'm going to be holding an offline PES 2008 PS2 Tournament soon, and the last thing I want is a load of Inter v Barca or Brazil v England matches. I'm going to be doing it in pairs (2v2). There are going to be 7 pairs, so it'll be a league followed by knockout.

My initial idea is this: use national teams, but exclude Brazil and England. The best 7 teams left would be:-

Italy
Holland
Portugal
Spain
France
Germany
Argentina

My question is: Is there any team above you would be upset drawing? Any team that's significantly better than the rest? If so, what do you recommend doing about it?

You exclude England but include France, Italy, Argentina...? Wild.

It may be due to the repetetiveness of playing against England rather than the challenge.

Those teams are about as close as you're likely to get, Germany have some good players but can be a little difficult to play with. If you get it right though they can be excellent. Argentina and Spain are probably the best teams but there's little in it, I expect that the best player will win regardless of the team they draw in that tournament.
