Because if you can't, surely it would be better to have no licensed teams? if all the teams were licensed and the following pro evo turns out to be less good, how would you update the licensed kits for the new season?

in a perfect world, they'd license the sports brand instead of the kits. leaving you to add your teams crest and chose shirt colour.

Yes it's possible because iv'e downloaded a couple of option files that allow you to edit licensed team kits.
