Why are Bayern Munich and Bremen not in the Champions League if Konami have the license for the competition?

You can select other teams if you play Champions League, so you can just chose teams out different competitions, or are these teams not even in the game?

Bayern Munich and Bremen are not even in the game! I find it strange that the copetition is licensed but these two are not in the game at all.

It must be something to do with the German league, as no German teams are in the game.
