Posting this in the correct part of the forum would have got you a quicker answer. Plus it's been answered more than a few times in the PES3 Questions threads.

You cannot create a team.
Edit one of the current teams to make your own. PES United and WE United seem the likliest options. Best not to try to edit over one of the licenced clubs as you won't be able to change their kits.

You cna change registered kits if you unlock options from the PES shop - then you can edit formation and starting linup aswell
