That's an easy one.. he's my favorite player and personally, I thought Luca Modric's face looked exactly like Johan Cruijff. Give it a try, take Luka Modric and change his Hairstyle, and then tweak with the Face Dimensions, etc, etc.. the result should be an almost Identical version of Johan Cruijff.
Other faces that can be used Include:
Opdam (from AZ) - Matt Le Tissier
Salpingidis (Panathinaikos) - George Best
Van Bronckhorst (Feyenoord) - Romario
Bamogo (OGC Nice Cotte) - Pele
Ibrahim Uzulmez (Besiktas) - Giacinto Fachetti
Most of this Faces need to be tweaked on; change Face Dimensions, change Haircuts, etc, etc.. in order to make them look similar (sometimes almost Identical) to some Classic Players.
Johan Cruijff (Luka Modric Face) is the one that looks almost Identical..
Anyways, Edited Faces never look quite well, they always look cheap.. it's better to look for Faces already in the game, you'd be surprise about how many Players you can create with the right Face and right Haircut -although- PES08 does NOT offers Faces, Nor "Special Haircuts" (Valderrama, Zidane, Baggio), so possibilities are very Limited.

Doing Pele is extremely hard because his face is very Particular.. But there's a player who looks similar to pele, at least in my Opinion.
Bamogo (OGC Nice Cotte, French League).. you Tweak a little with his Face Settings (width and length, and depth too), and he makes a decent looking copy of Pele.. much better than you'll ever achieve with "Edited Players".
An Important thing is to give him a very short neck, as Pele barely had any Neck.

You know what hairstyle to him to make him look more like pele, and the hairstyle for salpingdis to look like george best, for NG.

I only had PES08 for a short time as I didn't liked Anything about that version.. So I don't remember many players, but I think some decent ones are Opdam (AZ) who looks similar to Matt Le Tissier -and- Luka Modric, who also looks very similar to Johan Cruijff in real life.
Another decent looking one is Van Brockhorst (Feyenoord).. you take his Face and reduce the Length, increase the Width, and reduce the Depth -and- he'll end up looking like Romario. In fact, some friends did say that the created Romario was spot-on, they thought it was really Romario.
As for the Haircuts, I don't remember any, only thing I remember clearly is that PES08 offers very little Options with "Hairstyles" and "Faces". Hope this changes with PES09.
Anyways, for Pele, maybe a military-looking haircut.. Also, I do remember that Bamogo looked a LOT more like Pele after I added more Depth to his face (wich is a New Feature that was added next to Face; Length and Width) and Tweaked with his Neck Length.
Although, I do think Bamogo doesn't needs much tweaking, he already looks very similar to Pele; he haves the Nose, the froggy Eyes, the Color, and the Face just looks like Pele. So, I think you just need to find the right Hairstyle.
And Salpingidis does looks similar to George Best, problem is that his Face is much wider than that of George Best.. So probably the best option is to have a lot of Hair, some side burns if Possible, and make his Face much Thinner and Longer.
And the Neck Length makes a Significant Difference.. Pele and George Best should have very short necks (length).
