I'm 90% sure that Ricardo Quaresma from FC Porto can do it.I'm not 100% because I use a portuguese patch and they may have edited it.
Give it a go with R.Quaresma and confirm if he does it or not..

u have to make a created player over someone that can do the flip flap, thats the only way i know of a created player doing it

I just tried in training mode with Quaresma and it didn't work for me. My game doesn't have any patches.
