I posted this for all those that like to make their own bootpacks.
this is the original spike_ee file with a new colour palette.

Orange*
Blue
Gold

Silver

I'm not sure of what you mean, brotha. But it sounds like it has something to do with console dvd patching...and i cant help you there.

1stly is this a ps2 download and if it is can u put it on the pes4 disk directly

Yes, you can use it to pacth your ps2 dvd. Its simply the original 'bootpack' but with a different color palette.
As far as patching, or 'encrypting' as you say...i cant help you there, pal.
There is a sticky or a thread around here that explains how to do that.
