If you are after a 23 man England squad, here is my personal suggestion!
Robinson (Tottenham)
James (Man City)
Kirkland (Liverpool)
G. Neville (Man United)
Carragher (Liverpool)
Ferdinand (Man United)
Campbell (Arsenal)
Terry (Chelsea)
King (Tottenham)
A. Cole (Arsenal)
Bridge (Chelsea)
Beckham (R. Madrid)
Lampard (Chelsea)
Gerrard (Liverpool)
Butt (Newcastle)
Hargreves (B. Munich)
Wright Phillips (Man City)
Parker (Chelsea)
J. Cole (Chelsea)
Rooney (Man United)
Defoe (Tottenham)
Owen (R. Madrid)
Vassell (Aston Villa)
Alternatively, choose Heskey to Vassell, if you prefer a big centre forward. Also, Woodgate, but with 4 CBs a 5th would be uneeded. Scott Parker is a great player, and would have played in Euro 2004, especially against Portugal if he had not made a career killing move to Chelsea (All about the money!!!) Obviously people will have different opinions, but thats probably a good default squad for this time!
