Patch is already available. Just waiting for ash to post the details.
As I've ALREADY replied to you, follow the guide to patching PES4 in the GENERAL EDITING section and apply the patch the same way.

There is no online WE8:LE unless you are in Japan (in which case the patched version is most unlikely to work online anyway).
