Put something like 10 refs in the game, with different levels of tolerance. Make some more likely to give fouls and yellow cards...some who are more likely to award a penalty...stuff like that. There shouldn't be straight red cards in the game though unless it's a slide tackle from behind on a break away.

good idea, although tbh they've got ALOT of work to do to make to refereeing even anywhere near acceptable - let alone bring in new ideas and improvements
