I don't know specifically if there is any difference for PES3, but I have played Soul Calibur 2 on both 50 and 60hz and there is bog all difference.

Basically, it's a refresh rate mate. 60 refresh's the screen more giving you a sharper smoother picture. It's just like a PC's screen Res mate.

50z is not as good a picture quality as 60z!!!

It also depends on what you are actually playing it with, different tvs will show different levels of improvement. More recent and expensive tvs will make full use of the true RGB signal.
