Help with Negotiations on PES4.. PPLEASSEE

Hi, just wondering if anyone here can help me with my prob.

On Pro Evo soccer 4 when i do negotiations in Master League, it wont let me transfer in my created players.
In edit mode after i build the dude it says "You need 5000 funds to buy this player", i have 30,000 funds and it still wont let me buy him,

Anyone else having the same probs? More importantly, does anyone know what the heck i have to do so i can have my created guy in my master league team??

My player needed 2022 but wouldnt go untill I offered 2600

I think you may have to check to see if the player you have created wants to go to you.
There is a star rating and if it is on 0 stars the player doesnt even want to consider playing for you.

Are you in the first season? I've found that very good players don't want to join you in the first season but as you improve and become a higher ranked team they suddenly start cueing up to join you.

I think your team ranking plays a large part in attracting players
