Powerful group ? Have you heard of Mods/Admins of forums ? I think they have the power, seen as they can BAN people ( i've suffered one of these, before, some power I have ).

Forums in general can be very strict. On an old message board you got a bollocking for double posting (accidental for not), swearing was a definite no-no and other pointless rules. Forums sometimes turn from a fun place to chat and hang on to very strict discipline and as tight as a camel's arse in a sandstorm.
