How to access the extra boots in a 9 boot boot pack

this has probably been asked a million times but I still have no idea how to get the extra 3 boots so i can add them to the players, there are some players that can have one of the extra boots in boot slot 0, but no one else can, and there isn't any sign of the other 2 boots, so please could somebody simply explain how to access the other three boots, and please don't say "use an option file editor" or something like that, could you explain how to use the option file editor to access these boots
