It's like a mini championship-manager made much simpler, and using the WE/PES engine to show games.
And from the info I've seen it's focuses mainly on the tactical/training aspect, and not much in the "Managing" part.
Well, it wouldn't be that much interesting if it did, since it's limited to the J-League, so almost all the players on it are going to be Japanese anyways...
*FYI the manager of a club usually doesn't have that much of a say on transfers, the exception being the Premiership.
You'd think they do, but that's because CM was made in the UK.
(One of the few unrealities in CM!)
