Can anyone tell me how i loan OUT a player?

My ML squads are pretty full, and I wanted to make available for loan some of the fringe players. Is this possible or does a rival team have to approach you for a player on loan?

zy thats what i did, i released em and then barca only went and bought crespo on a free. on extreme mode theirs no going back. so that backfired for me.
