Have they nerfed the player values again with the new 7.00 DLC back to the vanilla game values?

eg messi in ML 1.48mill euro
in last patch 10mill+

old save isnt effected but if i start new ml it is like that again.

i prefer the higher values as it creates a better likeness to the real world , but this doesnt answer my question ._.

Figured it most likely new PES-Edit patch, Since it only seems to occur if i start one of the replaced D2 league's , if i start in one of the Top leagues players values fine.
