To answer the question without being a douche, most players who were steals have values 2-3 times their base value now. Essentially, there are no steals, but there are some decent players you could find to cover specific areas of your team. I've noticed a trend towards selling default players, and buying cheaper, yet better quality players.

You;'re not making any sense. The op asked for bargain buys. The players I mentioned are cheap and good value for money that will help make a difference to your team. If you can't manage to eanr yourself 2-3 million then you shouldn't be playing the game online. The lower tier playera range between 500,000 -3 million, The mid card players 5-10 million while the top tire players are 15-20 million. There is a lot of made up mediocre players that you can buy cheaper than the players I recommended but will only serve you well in div 5 however beyond that you're just asking for a beating

It all depends on how many matches you have played. I don't have time to play hundreds of matches, so for me you're listing the sorts of players that would be my best players, not bargains.

I think the OP needs to clarify what his price range is.
