Need ideas on how to setup a fair leauge

I'm planning on starting a PES4 online league between friends. I thought it would be easy to get rolling, but after some thinking, I realise some rules need to be in place to make the league fair to start with.
My initial idea was maybe to make all (human) players have the same PES team, which they can then edit the team's name, player names and kit.

Is this the way to go or does anyone have better ideas on a fair league setup.

Also, I imagine teams will gain extra experience and skills the more they play? hmm this may make it unfair too... hmm

Any input appreciated.

there is a league comming up, where u can create ur own rules, you can specify which members can join etc.

It'll be online in 2 weeks max

What like a program that runs along side PES4 to create online leagues?

So will there be source code or something to let users setup their own leagues? hope so.
I'm just looking to do it with a load of my friends.
