Newbie help on reading fatigue please

Hi all,

Imported this fine game here to the states and so glad I did. Could someone tell me how to read the fatigue bars/meters in the formation screen? Specifically, what do the arrows mean? What is the green meter for? And what is the small meter underneath the green meter that is blue and red? Can't find any specifics in the manual unless I am blind. Thanks in advance.
