There's not a lot of people in division 1, so that could be a reason. Another might be that lots of the super teams will be paying several million entrance fee. I for example have to pay 1.3 million but I assume someone with 250 million worth of players will be paying at least twice that amount.
So if the max amount of money you can get is 3 million (for winning the tournament) + a few match attendance payout then I guess its not really worth the time and effort for them.

Pretty much. Thats also what I do. Haven't played a lot of PES the last month or so. Maybe 20 quick matches. But I will only join a division 1 tournament if there are just a handful of players in it. Like I say, the returns just aren't so profitable anymore, I get a lot of money from beating squads worth twice as much as me.
