Sorry if this is old news but I've just found out you can get an option file that has the real flags on it (not just edited in-game) and the stadium names are changed. Surely if you can do stuff like this then somehow its possible to edit the kits and make them official????

yeah your right, the news is pretty old but the kits are what they are waiting for. When they arrive, you'll be first to know probably here.

It's not that simple. The image data for the kits is not held on the memory card, all it has is a reference number for which design and colour combination each team uses, all the game then does is use this reference to look up the kit on the CD.
The flags are already on the memory card because you can edit them, from what I've heard Konami planned to have a Stadium Name editor but decided not to implement it at the last minute, that's why they are stored on the memory card.
If they can change the kits I will be extremely impressed, but my (admittedly limited) knowledge of programming tells me that it's not possible.

could take a while i heard. A month or two. Something to do with the parameters of the data not fitting on the option file?!!? Whatever that means

That's my Boro badge, it has a red background when being waved as a flag in the crowd.
yes I know they imported stadiumnames and badges. But kits are far from done.

All the flags are there even if they aren't selected, there's also plenty of errors and unfinished editing so back-up your option file first.

Does anywhere have different Option Files with all teams from certain leagues?
Not that I know of, although I'm working on a PL update.
Just to let everyone know, it is not possible to get proper kits through an option file, the guys that were researching it over at PESfan have found it out:
"I can sadly confirm that it is notPossibble to IMPORT kits into the game. On Friday we took our dilemma to my friends big cousin who is a software designer. We gave him all the relevant data and the problems that we where having, Today he got in touch and told us that the Encryption code could not be broken without making the game VOID or Un-usable. The only data which could be changed where the logo's, stadium names, players names,nationality and all other data surrounding players.
