For those people who don't have excellent PCs and that aren't total graphics-whores...then the patch is good! I got the game working on my laptop, runs well if occassionally a bit jerky (the framerate is never perfect, but generally acceptable, and most importantly the game plays well), and i then tried it on a pc, with an athlon 1.4 and an old kyro2 graphics card, and it runs very nicely (at low detail) with no slowdown at all (whereas before it didn't) even with the commentary left on.
Basically, if the game worked fine for you before hand, then don't install the patch and stop whining (general rule of thumb for patches is only install them if you're having problems). And if having a game run at max res, with full details and all the bells and whistles on is more important to you than the game...buy some better hardware.
but if you just want to play Pro Evo 3 on your PC, but it's too slow, try the patch and see if it makes it better.
i'm not excusing konami for a general botch job on the initial port, but they are atleast trying to correct the problems, this is the second patch they've released since the game came out.
as for the crowd thing, i've noticed that sometimes the crowd don't react straight away, but that's probably because the crowd would normally cheer at the games more hectic moments (such as in the goal area) which would cause even more slowdown...besides, the game ran so slow before this patch that i never could play long enough to get to a place were the crowd would cheer, so i know what i prefer...
