If you have a firewall enabled just disable as it sometimes prevents downloads.

how do apply a rar file to the game..

rar is a compresses archeive which you have to unzip using winrar.

Use WinRAR to open the file the you get a ppf- file

You could try to the other internet explorer program like Netscape. Maybe the firewall won't work on that one. Get that from netscape.com but it takes a while to install.

Well, you cant really choose a way to patch WE7. If its in PPF format, you use ppf 0 matic. If its in AFS format, you apply the patch using afs explorer.
