No doubt this question will pop up a lot again:

To Fix The Black Screen When Starting Up

Go to the Konami\Pro Evolution Soccer 3\dat\ folder and delete the "cafe" file there.

This just deletes the FMV intro at the beginning, people get black screens because they don't have the right movie codec installed.
