Having played well over 50 15min games I'm yet to receive 1 single penalty - can someone either confirm they exist in game, if not are
Konami aware of the bug?

Yes it's true. I have played more than 150 games and i received 3 penalties
and two of them were given in two consecutive games.
I don't think that Konami believes that it is a bug (in my opinion it is a bug) because every year happened the same.

Well that's poor from Konami - it's clearly not working correctly, the AI is set to not tackle in the area and the refs are too lenient when the fouls do happen.

Just my opinion, but I have found that you will get a lot more penalties if you dilly dally around in the box. Like using alot of close control or passing it around, I know the reason I don't get many is I play pretty direct, but if I slow my play down I get more. This has been the case since PES6

I've had 5 or 6 so far in 2 and a bit seasons, it's certainly easier than last years game to win a penalty by timing the AI's tackles and getting fouled in the box. I find the penalties themselves very hard to score tho.

if you play direct, it's hard to get penalty. try probing, passing and dribbling inside the D box; face your player with the ball's direction away from opponent when he comes barging towards your player; if the bruteness of the barging is too much resulting in a foul inside the box and hence giving you a penalty kick. oh, it helps alot if your player has 'malicia' trait too..
