Quote from Riot who has played a preview version of PES3 and recently got WE7 too:
==============================
Well, it gives me great pleasure to say that FINALLY we are getting an worthy PAL-version. I just got WE7 from NCXS in the mail and it is *exactly* the same as PES3. The PAL-version is full-screen, just as smooth and it is indistinguishable from the NTSC-version. This is pretty damn amazing considering how bad the PES2 was compared to WE6.
I've gone around the menus and stuff, everything is exactly the same, these are the same game execpt for the language. Apparently, the only updates to be made for the final PAL version are updated rosters.
==============================
and after a little arguing:
=============================
Uh...I dont want to get into this against my better judgement but here I go.
Everyone is of course entitled to their opinions.
3 month "delay"? There is no delay. Why do you think the series suffered last year? First Konami develops WE6, then it has about three months to crank out PES2 with no break in between, then it moves straight into WE6FE. That didnt make much sense, since the team developers couldnt concentrate all their efforts on one proper update.
So the development is now much more streamlined. Makes sense to release the same game in Japan and Europe and then probably concentrate on the Final Evolution version, if indeed there will be such a thing this year.
Having played PES3 for a while now and today a lot of WE7, I have to say the gameplay feels absolutely amazing. No need to make rash changes to the PAL-version. We dont want another PES2 on our hands. I really hope no changes, besides the rosters, will be made. Just start working on WE8.
The reason why Konami and every other publisher is waiting for november is people xmas spending habits. I'm frustrated too that publishers wish to release 80% of their games in the november/december period, but there's nothing we can do about it. It's a marketing matter and it's pretty damn frustrating. Atleast Konami Europe is negotation with several clubs about including their logos etc properly in the game. So we could have more than just 4 clubs with logos and such. There's a very good chance of that.
Of course, EA will be blitzing the market with FIFA 2004, it's going to be a massive focus for them. Having online play definitely will help that title. No other EA Sports game will have online gameplay in Europe sadly, besides FIFA 2004.
Of course, surely, Konami wont be releasing PES3 with the out of date WE7 rosters, that would be unforgivable. As for the big surprise, now that would be telling would it?

So there you have. Confirmation that both games are indeed virtually the same.
