Problems to import new flags

I use AFS Extract and WEPicture Decoder very well, but I know problems to import new flags...(on PC)

when I import a new flag, all it's ok with the tools, but in the game, all the flags disappear !!!! What's happen ??
I think it's a "bmp" format problem, but I don't understand !!(I respect the format yet)

I know that some guys have already updated flags in the game...
Can you help me ???

I used WE ModCenter and adjust the transparency...The Flags are OK now
