Yes. You can use AFSExplorer and WEModCentre to import and export kits and other details as you wish :)

PES4 Option File Editor

Does anyone know if there's an option file editor for PES4 that can read max drive files (.max) and not just X-Port Files (.xps)

You can download a X-Port to Max Drive converter and then use the usual editing software. You can then convert back to Max Drive.
