i am seriously confused, where do i actually get pesfan V2 from?

Well, V2 is obsolete now. You can get the pesfan V3 from here:

pesfan do not have option files on their site any more. There should be mirrors posted on this site. There definitely are many mirrors for the PES5 files.
Are you wanting the option file for use with a patched version of PS2 PES4? If not then what are you after?
