Not sure if this is common to other platform versions but,

1) I can't seem to win the ball on a goal kick. I always get overpowered for the header and that ball just then bounces down to a forward for the counter attack. My player is locked as the ball is in the air so I cannot reposition myself

2) 90% or more of shots hit the bar. Some go in and some bounce off but that bar gets hit so many times. I have been away from PES for a few years so perhaps I don't know how to shoot correctly. The power bar fills so quickly, but even the slightest of taps is sending the ball high.

3) Delays when shooting: seems my player wants to take too many steps to take a shot. Typically a defender gets in to block it because of the length of time.

Are you sure your not using advanced shooting?

10 minutes after I wrote that I learned what advanced shooting actually was. Yes I am on that. I just thought was a less than automatic shooting option. I had no idea i was supposed to control with the left stick the way I was. That is what I get from taking yrs off from PES.

What is the difference between Advanced and fully manual shooting. Seems advanced may be easy to learn but i was certainly using it incorrectly all this time. could never keep a shot low.

With advanced you have to hold the left stick away from goal to get low shots, and towards for high. It also uses a target on the goals to show you where it's going. The aiming is manual like fully manual, i think.

Advanced shooting provides you with the ability to aim anywhere in the goal i.e. at any part of the goal. When you hit the shoot button, there is a reticule in the goal and you can adjust it to wherever you want to target the shot. (The reticule is the reason for the delayed shooting.) It uses a 'power-accuracy' trade-off. So, more the power less the accuracy (bigger the reticule) and vice-versa.

To see the nuances of the three types of shots, take a look at the command list>shooting and give all three of the a try in the manual training. Choose the one that suits you the most.

I would also recommend putting time into practicing so that you can tap the button just enough to roll the shots along the ground (the power on the power bar should be really really miniscule). It is practically the best thing whenever one-on-one with the keeper, Aim at a bottom corner and hit with the least power you can because when you hit it low, the keeper finds it harder to save.
