you have to create them manually. you can use stats from a site like pesstatsdatabase or see HERE for the index from The Uefa EURO 2012 Creation Thread thread. it contains the squad with some stats and even builds for the players.

Those are for PC, they usually slot into the specific national teams they where created for. Since it has all the players etc.. loaded onto them.
