Team names in WE9 & PES5?

I'm sure there have been 1000 threads about this but can somebody tell me exactly why the Japanese version of Winning Eleven 9 can have original team names but not PES5? Is it because of licensing rights in different countries?

That´s right man....imagine...do You like play Santos or Arnderletch in your country? That´s is Konami´s opnion...is more easy you play with European´s Tem than Sudamerica´s Team..so..team are diferent.

No We9 does not have correct names. The Japanese game has all the names in Japanese text. Fellow players edit all of the names in edit mode or by patching to correct them into English.

Well my friend bought a copy of WE9 from Asia (I think Malaysia or Hong Kong) and it has been translated in to English team names and players. So you're saying that this would have been patched? The funny thing is that there is only Japanese commentary though.
