It changes the stats for players in a team you select. The details are in the "WE7 Questions" thread in the general section or the "Guys have WE7 & PES3...." thread. It may take some time to find. Will get back to you on that.

The 4 Digit Code - Cracked (Well, some of it anyway...)
I have been puzzled by this myself and using help from various posts, I have worked out a few things. Basically, if you entered the code 1000, then all of the Austrian national squad's stats will be increased by 5 pts. I also found out that if you enter the code 2000, then all of the Austrian national squad's stats are REDUCED by 5 pts. I tried adjusting the numbers and found that if I went up by one point (i.e. 1001) then another team was adjusted. It goes up in alphabetical order of national squad then into club teams...
So to increase all of England's players stats by 5 pts, enter the code 1006. If you enter the code 1999 then every team on the game will have it's players stats increased by 5 pts. So remember, 1*** to increase stats by 5 pts and 2*** to decrease the stats.
That's all I have found at the moment, I couldn't be bothered to write every single code down, but it's pretty simple to figure out. For example, 1100 will increase Juventus' stats by 5 pts.
BE WARNED!!! I changed England's and Villa's player stats by 5 pts, but it makes the players really good. If you use the decrease code, then it will take 5 away, but if a player had a stat of, say 98, then it will only increase to 99, but will decrease from 99 to 94, so the player will be worse off than when you start.
If anyone knows the code that resets all the player's stats to the default setting, please let me know otherwise I will have to delete my option file and start from scratch again (which I obviously don't want to do!).
